Air traffic management (ATM) is like a finely tuned machine where aircraft act as interlocking gears, and a wide ecosystem of stakeholders—air navigation service providers (ANSPs), regulators, airlines, and technology partners—must work in harmony to keep the system safe, efficient, and resilient.

The Regional Collaboration Platform (RCP) is a cloud-based sandbox designed to catalyze this kind of regional cooperation. It provides shared research tools that allow stakeholders to collaboratively analyze, simulate, and optimize airspace operations, with a strong focus on operational efficiency and sustainable aviation practices.

The RCP is a cloud-based sandbox for regional ATM research and cooperation. It brings together ANSPs, regulators, airlines, and technology partners to jointly analyze, simulate, and optimize cross-border airspace operations.

  • Provide a safe sandbox for exploring cross-border ATM questions.
  • Enable joint experimentation on efficiency, safety, capacity, and environmental performance.
  • Support sustainable aviation by testing and evaluating greener operational concepts.

Key Characteristics

  • Cloud-based experimentation platform accessible to multiple organizations with shared tools and data services.
  • Data integration across live operational data, historical datasets, and simulated/synthetic scenarios.
  • Open standards alignment with:
    • ICAO SWIM for standardized ATM information exchange.
    • FF-ICE for trajectory- and flow-centric information sharing.

Five Years of Regional Research

Since 2019, AIR Lab has used the RCP to address regional ATM challenges involving safe information exchange, AI-based optimization, and environmental sustainability. The platform has matured into a shared environment where ANSPs, research institutions, and industry partners collaborate on problems that exceed the scope of any single organization.

Why Regional Collaboration Matters

While individual ANSPs can model their own airspace in detail, complex cross-border dynamics—such as new hubs, major weather events, and shifting traffic patterns—only become visible when the entire region is modeled together. The RCP exposes these interdependencies, enabling:

  • Anticipation and management of cross-border impacts.
  • Coordinated responses to regional disruptions.
  • Co-design of more efficient and sustainable regional operations.
