Transforming the ATM Domain through Agile Methodology
1 August 2024
How AIR Lab is applying agile development practices to accelerate innovation in air traffic management.
AIR Lab has adopted an agile operating model built around small, self-managed squads (4–8 people) grouped into self-directed communities, supported by a flat hierarchy. Their framework emphasizes user satisfaction, cooperation, adaptability, sustainability, clarity, and iterative improvement.
Lean and Scrum Foundations
AIR Lab roots its agile approach in:
- Lean Manufacturing (1950s): waste reduction, flow efficiency, and continuous improvement.
- Iterative development (later decades): short cycles of build–measure–learn.
- Scrum (1990s): structured sprints, roles, and ceremonies.
This heritage is especially suited to innovation work, where experimentation, rapid feedback, and learning from unsuccessful attempts are central.
Focus and Metrics
The scrum master stresses that the priority is keeping teams focused on goals and delivered value, not treating metrics as simple performance scores. Metrics are used as:
- Signals for improvement
- Tools to understand value flow
- Inputs for experimentation
The organization prefers figuring out what works and improving it over rigidly following any single agile prescription.
Implementation Challenges
AIR Lab recognizes several key challenges in its agile transformation:
- Team resistance: requires training, coaching, and active stakeholder engagement.
- Alignment with external specialists: needs clear frameworks, shared expectations, and inclusive participation so external experts integrate smoothly with agile squads.
- Timeboxing discipline: demands well-defined meeting structures, clear agendas, and facilitation to keep events focused and short.
Transformation Perspective
AIR Lab views agile transformation as a way to:
- Increase flexibility in a changing environment
- Strengthen teamwork and shared ownership
- Enable progressive, incremental advancement
Overall, agile is seen as a means to build a responsive, learning-oriented culture that supports continuous refinement and sustained competitiveness in a dynamic global market.
